I was observing 52 week high low list on NSE
52 week high : 11 scrips
52 week low. : 254 scrips
And market indices are near record highs again
Is this a bull market or bear market ?

The no of scrips at 52 week high / low is for that day. It has nothing to do with the general market being bull market or bear market. For the market trend (meaning over a period), you need to apply filter for how many companies within (say) 15 or 20% of 52 week high. This will outweigh no of companies within 15 or 20% of 52 week low
